I just spent two days last week wrestling with this. Historically I would have used XEmacs and it is still a fine tool if awkward to set up "just right".
Komodo looks like an excellent IDE but obviously costs. I do like SPE but it seems very focused on just py files (even tho it does parse HTML). PSPad is a good text editor rather than IDE and I use it for most quick editing tasks as it has a good syntax highlighter. So I ended up like many people at the door of Eclipse. With PyDev, Subclipse and WTP you end up with a very nice setup that can handle all your file formats nicely and has decent version control via subversion.
