PyScripter is a feature rich Windows IDE that doesn't feel bloated. It has a integrated file- and code explorer. The file explorer integrates nicely with the Tortoise SVN client. It can generate *TODO* lists and has a unittest wizard (yeeha). There is also a build in test runner, yet it only works with unittest style test suites (instead of TG native nose test runner).
