As such a layer is essential for turbogears, this should become a full subproject. This project would get requirements from the application side (TurboGears and others) and would implement them and would pass relevan reqests/requirements to sqlalchemy. Both, sqlalchemy and TurboGears would be a possible host for such a sub-project (e.g. own SVN and Trac Instance, later an discussion-list).
