Currently in the resolution in the para

"RESOLVED, that the Apache Tuscany Project be and hereby is
responsible for the creation and maintenance of software
related to Apache Tuscany; "

We haven't defined the term "Apache Tuscany" so we should set out again what
it's for explicitly (once we have decided on the words:-)
