The Login to the install tool is not working on any of the sites on the
server.
Is there a problem with some php.ini settings in PHP 5.6 or something
like that?
There are no warnings or errors in the Apache Log.
Backend itself is fully working.

Yeah. I stumbled upon this issue too, lately. The login misses a fail
message if the session service class was unable to create the session
file due to file or directory permission problems.
I had no time to fix this, but now now created an issue for that at
least:
