This patch changes a lot of time zones that are not under the jurisdiction of the US. I think it's important to prepare for the SPA passing, but it's equally important to prepare for e.g. Toronto and New York being on different times this winter. We should not assume that all of North America and the Caribbean will just follow the US, especially at such short notice. I don't see Canadians letting the US dictate this, let alone places like Cuba.
