It'd be helpful to know that the proposed change to Manitoba's timekeeping law 
has come into force. Although the TZDB volunteers know about the proposed 
change and plan a new TZDB release soon[1][2], as far as I know the change is 
not official as no proclamation has been issued by Manitoba's Lieutenant 
Governor pursuant to an Order in Council[3]. It'd be helpful if Manitoba made 
the change official before the next TZDB release, under the principle that 
there's many a slip 'twixt the cup and the lip: other changes to timekeeping in 
Canada (in BC and in Quebec) have been announced and then canceled before 
coming into force.

I wrote to the Lieutenant Governor's office yesterday about this. If you could 
help speed up the process, it'd be appreciated.
