Good Morning,

Confirming that the proclamation of Bill 2 – The Official Time Amendment Act, 
2023 has taken effect. Manitoba’s time will no longer change seasonally. This 
permanent time is known as Manitoba Standard Time, which is UTC-0500.

All locations in Manitoba will not change clocks back to UTC-0600 on Nov. 1, 
2026.

We would appreciate your help to facilitate inclusion of this change in the 
IANA Time Zone Database. Please let me know if any additional information is 
needed.

I had reached out privately to Manitoba Government Inquiry on Friday 18 
September to obtain more information on the specific implementation mechanism 
which was not included in the policy announcement, such as when the 
proclamation bringing The Official Time Amendment Act into force is expected to 
be made and whether it is expected to be accompanied by Regulations under the 
authority of the new statute.  I have not yet received a response, but these 
sorts of details would be most helpful in allowing us to confidently finalize 
these changes for release.
