The "&" Files are historic. As in PRIMOS

Rename as you will. The VOC entries are required (&HOLD&, &SAVEDLISTS&,
&PH&, etc.) but the underlying 'actual' file\directory name can be changed
at will.

I am a bit tired of those &FILES& we still have in universe,
and i wonder if its safe to rename them and change the voc entry for them??

ie:  &SAVEDLISTS&

renaming the directory to SL and just change item 2 & 3 in VOC entry for
&SAVEDLISTS&


Is there a sensible explanation for using such hostile names for directories
in a filesystem ??
