I have not used redback in windows before, but other 32bit dll issues I have had with windows I corrected by doing the following:
%systemroot%\SysWoW64\regsvr32.exe file.dll This takes the dll and registers it in the system for you and lets windows know it is a 32bit and how to work with it.
