You can upgrade to ext4 in place. See http://maketecheasier.com/how-to-upgrade-from-ext3-to-ext4-without-formatting-the-hard-disk/2009/04/21 as an example - google found many similar articles. This "do a clean install" for each new release mantra is not only wrong, it is very annoying. Debian (and so ubuntu) has had excellent package management for over a decade. Even fedora allows seemless upgrades these days. Windows users are used to reinstalling every 6 months, Linux users shouldn't have to.
