It isn't about approving things it is about organizing things to make the entire process smoother for the community. I certainly agree with you that they don't have to be very powerful or very official but we need some sort of simple structure like that just to keep the ball rolling within the community it will make organising events etc easier. Also decisions should be made as a community I agree.
