Teleatlas is definitly not open source.

There are projects to produce open map data. One of them is
http://www.openstreetmap.org/
I worked on Antwerp a bit, together with other people. Due to lack of
time, activity has stopped for a while.

In holland (where the comunity is langer, and more active) there is a
company who donated all of their data to the project. It's cheaper to
let the community do the updating ...

There is also some navigating software for linux which is using the free data.

Garmin-gps-systems work with linux. I mean you can download and upload
data to them using ao NMEA-protocol which is pretty standard afaik.
