Teleatlas is definitly not open source. There are projects to produce open map data. One of them is http://www.openstreetmap.org/ I worked on Antwerp a bit, together with other people. Due to lack of time, activity has stopped for a while. In holland (where the comunity is langer, and more active) there is a company who donated all of their data to the project. It's cheaper to let the community do the updating ... <http://www.opengeodata.org/?p=223> There is also some navigating software for linux which is using the free data. Garmin-gps-systems work with linux.
