I had the same issue while installing from USB stick with full HDD format. `dpkg-reconfigure grub-pc` did not fixed the issue
I have downloaded boot repair cd image (http://sourceforge.net/projects /boot-repair-cd/files/) - I used x64 as the Ubuntu installation is x64. Then installed ISO via unetbootin (http://unetbootin.sourceforge.net/).
