I don't think it is reasonable to expect Ubuntu to update packages in LTS without security problems, but I am glad that you now have the latest release working.
I can't reproduce your problem with the clean/unpaper dialogue box. If I first delete Layout=Double, I can then select #output pages = 1 or more. If there are 2 or more output pages, I can then select RTL or LTR.
