Hi, Thadeu. I have the same problem described in <http://bugs.launchpad.net/ubuntu/+source/linux/+bug/1847980> and apparently in this topic. I could only initialize my LUbuntu 19.10 with the "nomodeset" parameter and then only the main monitor worked. My integrated video chipset is the Intel Corporation HD Graphics 530 (rev 06).
I installed the packages you indicated and now everything seems to work :) The same problem occurs with LUbuntu 18.04.3 and his kernel 5.3 package.
