Friday, Feb. 26, 2021 Followup: As an experiment, I turned off my Logitech bluetooth mouse and connected an old Logitech USB mouse. It made no difference.
I took things a step further, and connected an external display to the machine (a Dell 19" flatscreen monitor). No flickering; the external display is normal. The problem appears to be in the driver for the built-in monitor.
