I think the gist for you is:
- this is ubuntu's openvpn package: https://launchpad.net/ubuntu/+source/openvpn
- its git repo is here: https://code.launchpad.net/ubuntu/+source/openvpn
  - it has branches for our different releases (and "devel" for the next 
planned release)
  - that page has an info box at the top how to clone/fork the repo :)

- push your new branch to your fork (just like on github) with your changes 
(changelog, debian/patches, ...)
- create a merge proposal by clicking on the "Propose for merging" on the 
launchpad page of that branch, specifying which target branch (the ubuntu 
version) to merge it for
- get a review from somebody with appropriate permissions (e.g. ubuntu-sponsors)
- when happy, get your changes merged by them

first you should merge it to questing (=devel), then plucky, then noble.
