I don't think there is anything to be uploaded until libsso-mib0 is in main. Similarly, I don't think a Feature Freeze Exception can be approved until that happens. https://documentation.ubuntu.com/project/MIR/main-inclusion-review/ It is possible for an exception to promote libsso-mib0 to main in an already stable release.
