Thanks for the test Aditya! That rules out PCIe link states. I just found Bug #2163121 which has 36 reports of the exact same regression. The key finding there is that the hang happens specifically when HDMI is connected at shutdown time. Disconnecting HDMI before shutting down lets the system power off cleanly.
This points to the amdgpu display core teardown getting stuck on the HDMI connector/audio function during device shutdown in the 7.0.0-28+ kernels. Aditya, Bryan - do you have an HDMI cable plugged in when the hang happens? And can you try disconnecting it before shutdown to see if it powers off normally?
