`grub` is an unmonitored obsolete package, reassigning to grub2. You probably want to set debug=all from the grub console and have a serial console to dump the debug output.
I don't know where the out of memory would be coming from in this day and age since the buffer for the initrd is provided by the kernel when it calls back into grub via LoadFile2, so the debug messages should help identify that. Maybe it's something to do with grub_file_open().
