Report corrected, thanks. I agree that normally an immediate restart will not be necessary, so "Restart Later" should be the default. However, it's part of our Exit Strategy spec <https://wiki.ubuntu.com/DesktopTeam/Specs/ExitStrategy> that the normal Restart function will take a bit longer to access. Therefore, any time Ubuntu needs restarting, the program that made the restart necessary should provide easy access to restarting. (Like Update Manager already does, for example.)
