I agree that normally an immediate restart will not be necessary, so
"Restart Later" should be the default. However, it's part of our Exit
Strategy spec <https://wiki.ubuntu.com/DesktopTeam/Specs/ExitStrategy>
that the normal Restart function will take a bit longer to access.
Therefore, any time Ubuntu needs restarting, the program that made the
restart necessary should provide easy access to restarting. (Like Update
Manager already does, for example.)

  1. Open System > Administration > Language Support.
  2. Change the "Default Language" setting, and click Apply.
