Point about Libraries. Most of the time libraries are locked into proprietary library management systems. (You know all of those barcodes on all books, and library cards, shelf's etc.) And therefore they kind of become eg. enterprise customers and naturaly it doesn't cost them match to put same windows on "public" computers.
