Desktop Environment. Everything that makes up a session, starts with a window manager which positions and decorates new windows. Then add dual monitor support, workspaces, a taskbar, a systray, a backdrop/background, a menu, sound server, clock.... all those things that are not a part of the application you are running that make the desktop "nice" to use. As Ralf has said, some people have only the window manager as their desktop environment. The original DE was a window manager with an open terminal.
