Utilities such as msgmerge will allow you to transfer your reviewed strings from an older translation to a new one with blank content. You can script that to take just a few minutes. Seeing that your team has two translators, it should not be difficult to coordinate with upstream, especially if you guys are upstream too. In any case, this is just a suggestion, you can use the workflow that best adapts to your needs. In any case, it's always good to have upstream/downstream coordination.
