Don't think so, if you can see the pages in a browser then you can check them out - you can see them in a browser right? Does the browser have any magic proxy settings configured? If so that svn book should tell you how to deal w/ proxies.
Try the link w/ the browser first... You can also download an SDK release, and then import those plugins (w/ there source) into your workspace. Jump on IRC freenode#udig and I will see if I can help.
