That's correct. That is how translation for the user's guide is done.
To translate uDig itself, all messages.properties files and all plugin.properties files will need to be checked out and translated.

A note for everyone else:
Confluence 2.2 now has support for internationalization that might be worth looking into, so we don't have to have a separater space for each version of the user's guide.
