That's correct. That is how translation for the user's guide is done.
To translate uDig itself, all messages.properties files and all
plugin.properties files will need to be checked out and translated.
The process for doing this is detailed here:

A note for everyone else:
Confluence 2.2 now has support for internationalization that might be
worth looking into, so we don't have to have a separater space for each
version of the user's guide.
