Let me be more complete.
I plan to build an internet tourism portal for my country. I have all
roads, accommodation, restaurants, etc. information in arcview
(*.shp). We are busy busy converting that to Postgis.
I want to build an internet application that will allow any user to do
various searches, zoom in/out and to find a route (routing).
Map navigation: we got it, you have to use an internet client for
Geoserver in order to do that, see also this thread on

Searches: WMS/WFS protocol allows you to filter out data as you see fit,
and display the results as another clickable layer. Or you can cook your
own response format for WFS and have search results nicely displayed in
an HTML table (WFS allow for the most crazy searches using OGC filters,
provided you hitting a single table, or eventually a single view that
joins whatever table you want).
Then also
the system must display all tourist attractions on the planned route,
as well as the distance between the places.
display tourist attraction is a matter of setting up another layer,
distances can be computed by clients.
Lastly, I want the tourist managing board to be able to update various
information on the listed places or add new ones.
This is something you can do with uDig working directly against
Postgis, or even uDig working against geoserver using WFS protocol
(thought in this case you'll have to do something that disallows
public data editing, Geoserver has no security mechanism at the moment....).
You can also use uDig to prepare the various SLD files you'll use
to drive map rendering in Geoserver.
