As Andrea pointed out, your question has two parts:
1) Can Geoserver present your users on the *web* with the
interface you need?
This question belongs on the geoserver lists.
2) Can you use uDig to manage your backend data?
A much more minor question which is appropriate here but
that will perhaps make more sense when you have
clarified (1) and have a better sense of what back end
management you will need.
