The uDig 1.1 branch can do almost all of what you request. The
table view has Attribute searching capabilities zooming and layer
visibility is naturally part of the application. There is a
measurement tool as well. There is a networking module in Geotools
(which uDig uses) so you could use that to create an interface for
displaying and calculating routes. Out of the box uDig is more
designed as a GIS users application. But one of the basic rules of
uDig is to be configurable so you can strip out the components you
are not interested in, customize what views are available and make
you own views that to exactly what you want. For example the
searching can very easily be customized so that it is like the
currently available Search View. (It shows the matches and the
little summary of each match).
