have you tried unzipping the file?
I unzipped it into my help directory (to confirm we had a configuration
*ever* that could work). But yeah we need an unzipped file with a number
of zipped *doc.zip* file in it...
Copying the net.refractoins.udig.help.nl1/nl folder into my uDig
install (ie program files) net.refarctions.udig.help/ plugin solved
the problem.
I am going to perform the change for 1.1.0 and we can get on with life.

I have taken an export of the wiki (for each and every space) - so we
now have KO, EU, and IT etc which we have never had before. They look
great and I have tested each one....
