Sorted it out; needed to rename the files for the PHP script; they now show up 
on the website:
- http://udig.refractions.net/download/

We will need some release notes to go with those; and then we can roll out an 
announcement.

I talked to Emily and she will be too busy to make a win32 installer until 
April - instructions are on the wiki if anyone would like to try their hand.
