So I just had a bit of a discussion with Jody and we are going to run with the name of "LimitService" cause this gives some idea of what is going on and doesn't conflict with our standard "Region" layer.
Secondly I'm going to start creating the 2nd RFC page for creating the extension point for allowing the limit to be defined by other things such as spatial bookmarks or processing regions.
