I usually put down something here, and then ask for customer & community
review.

There is a template in confluence you can use, and the RFC 
instructions<http://udig.refractions.net/confluence/display/ADMIN/How+to+take+part#Howtotakepart-RequestforChange>include
 an example.
I recommend "wireframe sketcher" (if you are just getting started), or
using "window builder" to
quickly prototype a UI (works great to preview MigLayout).
