Some comments:
One thing I know about styling rasters is that you never do it
manually (at least not more than once).
So it gets very important to have a set of default colortables (as we
have now in the simple raster style editor) and the possibility to
maybe load a colortable.
I think this is a similar idea as the Color Palette but perhaps a bit
more complex.
I envisioned the color palette as a list of colors to apply to the
values in order they appear in the table, similar to your elevation
raster example below.
In the first case (the landcore color table) do those numbers include
values as well as colors? Perhaps we need another option at the very
top "Use PreDefined" in which you can pick one of these files and it
automatically creates the themeing table for you based on the colors and
values in the file?

Consider that there are (at least) 2 kind of tables:
The ones in which the values are defined, as for example the corinne

but when you have for example an elevation raster, you do not care
about the value, you want it evenly spaced on a certain colortable as
RGB values:
0 191 191

One more thing. You might want to consider also multiple novalues as I
did in the editor. I can give you one reason. A map might have its own
novalue, ex. -9999. When you then reproject that map, uDig shows the
collar around the map, usually in black or whatever. That value is
usually 0.0. So if you want to get rid of both novalue and the collar
for a nice representation, you need to apply two novalue transparency
rules.
Interesting use-case. It would be nice if when re-projecting it used
the layers nodata values for those collar values.

You got my vote on the proposal and obviously sicne I am working
constantly with raster, I can test whenever you like.

PS: please add a button that saves the sld automatically to the file
with the same name of the raster file. The export button is not all
that comfort. I did it for feature styles and use it a lot. And I
regret I never did it for the raster editor. :)

include an example.
I recommend "wireframe sketcher" (if you are just getting started), or
using "window builder" to
quickly prototype a UI (works great to preview MigLayout).
