Vodafone 1^st line support just keeps telling the customers that the
ISP is blocking their IPsec tunnels which we are not. It looks to me
like Vodafone might have some whitelists for these devices but I am
speculating!

I'm not from Voda but I run a rural ISP called Orion.uk. We have found
two things. First it sometimes takes ages (like 12-24 hours) for a
Suresignal to connect properly over new connection. I suspect there may
be some sort of daily update involved. Also if the line is slow or
congested the SureSignal may refuse to operate.
