I do understand why number letter characters with "Nl" general category don't have a "decimal value" property or a "integer value" property, but why they don't all have a "numeric value" property in the UCD. Notably these two ones:
2183;ROMAN NUMERAL REVERSED ONE HUNDRED;Nl;0;L;... 1034A;GOTHIC LETTER NINE HUNDRED;Nl;0;L;... Why don't they have the numeric value properties 100 and 900? Is that because their value is not sure, and may not be the one assumed by their assigned and normative name?
