Not exactly.  It does have language tag characters in the range U+E0001
through U+E007F, which can be used to form language tags as defined by
RFC 3066 (or, presumably, its upcoming replacement).  But if you are
caught using them, you may expect a knock on your door at 3 a.m. from
two large men with red and white "UNi" badges.
