In most countries, each government has a language unit (each country has literary society as well). You can find contact address for such unit by writing to that county's Consulate or Embassy - FYI San Francisco has German office. I think you find at least one German symbol that does not have code-point. If you write, for German, you can get all information (past to present practice), within 30 days from the date they receive your request.
