Does anyone know what the deal is with 4425 Spruce Street? It's the boarded-up house on the North side of the street sitting next to an overgrown empty lot. The taxes being paid on it are currently less than $400/year.
City records also say it's been owned by a Napoleon Vaughn since at least 1981. Does anyone know who he is or why the house is just sitting there falling apart?
