dave:  the last time Napoleon Vaughn was in the news was as the owner of a
house taken over by squatters on the 4700 or 4800 block of Baltimore Ave.
The squatters apparently were taking better care of the property than he had
been.

Does anyone know what the deal is with 4425 Spruce Street?  It's the
boarded-up 
house on the North side of the street sitting next to an overgrown empty
lot. The 
taxes being paid on it are currently less than $400/year.

City records also say it's been owned by a Napoleon Vaughn since at least
1981. 
Does anyone know who he is or why the house is just sitting there falling
apart?  
It was clearly once a beautiful house.
