As a dog owner, I am familiar with the dog-walking process and this
individual's actions were not consistent with a "pee" walk.

Hey, maybe you are correct and I am being overly suspicious. Nonetheless, in
our 'hood, I think it is better to error on the side of caution.

Hmm,

Walking dog around the block lingering until it pees?

Very suspicious.

This evening there was a older African American man (40s or 50s, heavy set,
about 5'6" or 5"7") on our street (4600 block of Larchwood) walking with a
rotweiller dog, off the leash. This was the second time he was seen
lingering on the street and appears to be up to no good (i.e., possibly
casing houses). I would suggest that everyone keep a look out for him.

Andy, Sam, perhaps you would be interested in taking some vigilante action
while exercising your Second Amendment "rights"?
