Yes it works. Nowadays, /dev is empty (?) at boot, udevd is launched
very early, scans for the devices and populates /dev/.
Doing this it goes through the /etc/udev.d/ scripts, which you can
modify.
I did a few mods myself, one to mount an USB external drive always to
the same place if it contains the music (works at boot or when
hotplugging); one to give fixed, meaningful names to the usb ports on a
machine -like "front panel, red plug"- and build on that to configure
automounting/dismounting (with autofs).

Udev is indeed excellent stuff. Coded with emacs, no doubt.
