All the other devices on my network are allowed to keep their existing
IP address when time comes up for renewal. By contrast, CSOS on
Wandboard never gets to keep its old IP address. Also, DHCP leases are
issued for 24 hours from my router, but CSOS on Wandboard doesn't act
that way. It seem to change IP addresses more often (at least the first
change of IP address  comes much sooner than 24 hours after a reboot or
power on event).

The above is consistent in my view with Wandboard not believing it has a
valid DHCP lease, which in turn is consistent with lease date-stamps in
the distant past. It is surely unlikely that the bad date-stamps would
be benign as far as DHCP behaviour is concerned?
