I will now make a minimal CentOS 7 VM and do exactly as you've done. =) Hmm, comparing your list of steps, I see that I have selinux on, but don't see any entries in audit.log so it doesn't seem to make a difference, but who knows. I'll keep it scientific, no deviation; if it runs I'll try to find out what the difference is later.
