Yes the FLIRC is basically a USB Keyboard and is seen as one.

According to some earlier posts by Ralphy "Using the --uinput option
with lircd makes the ir remote appear as a keyboard to jivelite."

lircd is running with the --uinput

So I would think that the answer is that both Flirc and lircd inputs are
seen as keyboard inputs
