Additional information:
I turned on the Pi with picoreplayer SD card loaded. Looking at Advanced IP Scanner, I noticed that the Pi Zero is listed on the IP list, but it not shown to be *active*. This suggests the Pi Zero wifi isn't working. Note the Icons at the left... 27241 I switched SD cards to Raspbian, booted up and 192.168.1.28 is active and I was able to Putty in on the RPi 3B+. The hardware works fine under Raspbian.
