Microsoft doesn't give a damn about "wintel", they care about "windows".

They've ported NT to the Alpha, the MIPS R4000, the Power PC, and so on.
Windows CE has been ported to even more platforms. It doesn't matter whether
the CPU is intel or not, so long as the API is Windows they win.

I think they're switching because they're tired of people announcing they've
hacked their XboXes to run desktop code (whether Windows or otherwise) and
are raising the bar.

You've lost me. What do you mean by "RISC optimised" versus "CISC optimised"
in this context? So far as I'm aware, and I've been involved in this business
since long before RISC or CISC were even buzzwords, there's no global strategy
that optimises ones code for "RISC" or "CISC".
