Do remember that in practice the memory speeds are very different.
The 50 MHz bus (official max) of the 8600 is using classical Fast Page Mode RAM - which in fact reads/writes with several wait-states in each separate access.
Your more recent machines use Synchronous DRAM, which effectively tracks the actual speed of the front-side bus (66, or 100 MHz).
You can see this even in the beige G3, which introduced the 66 MHz SDRAM to Apple, and feels snappy compared with a PowerSurge machine.
You don't say what hard drive is in your 8600, but if it's a standard 8600-style SCSI them it's max connection speed to the internal SCSI is 10 MB/s, much slower than the typical speed of ATA on newer machines.

66MHz bus, 8Mb Rage 128 Mobility) and a Pismo 400 (384Mb RAM, 100MHz bus,
same graphics) are both a lot snappier, despite having inferior graphics,
and in the case of the iBook, a similar bus speed.
I suspect the Powersurge PCI bridge is what's shooting your 8600 in the foot.
Is this just the sign of an ageing drive, or is it a
limitation in the 8600s architecture, ie would replacing the drive fix the
issue? Thanks
It's probably a drive problem.
