You can't use a drive until it's been partitioned. Even if you have
just one big volume filling the drive, that's still a partition, a
single one.

So, step 1, partition your drive using MacOS 9, NOT the OS X CD. 

It's a SCSI one, right? Then format it as one big volume. If it's an
IDE one, chop it into 2 sub-8GB bits & install into the first one.

Use the latest XPF to start from the OS X install CD. The latest XPF is v3.1. 

Then, once you've installed, reboot back into MacOS 9. Hold down the
Option key while booting if necessary to get the machine to start into
OS 9, or start from a MacOS 9 CD and set the startup disk to the MacOS
9 volume.

Once you're back in MacOS 9, booted from hard disk, run XPF again &
use it to choose the OS X volume to boot from. Let it update/install
the extensions it needs and use it to reboot.

Then you /should/ be away.
